I have an email address listed as a hard bounce, but I know it is valid. What happened?

Is it OK for me to email contacts from my business associate’s list?
There is no clear-cut answer to this question. If the subscribers opted-in to receive correspondence from your business as a whole and you are emailing on behalf of your business, then yes it would be OK for you to use the list.
